"Video Effects" are filters, frames, acticons and costumes that you can use while you are matched with other users.
You can check your "Video Effects" by going to the Discover tab, and clicking on the wand sign located at the bottom-left side of the screen.
You can download "Video Effects" for acticons and costumes by clicking on the effects that have the downward arrow icon next to them.
